. Minister for Science, Technology and Innovation, Mahabir Pun, has said that the government itself should develop capacity to store samples at the National Forensic Science Laboratory. <\/p>\n
During the discussion on the National Forensic Science Laboratory (Establishment and Operation) Bill, 2081 BS in the meeting of the Education,<\/p>\n
Health and Information Technology Committee of the Education, Health and Information Technology Committee, Minister Pun said that the regulation should clarify how long the sample should be kept. He said although it was not possible to store all the samples indefinitely, a definite period should be fixed by developing the necessary infrastructures. <\/p>\n
He said, “The government should build the storage capacity.<\/p>\n
It is not difficult to build a store that is kept at -20 and -80 degrees Fahrenheit [-80\u00b0C]. The regulations specify how long it should be kept and then disposed of. “<\/p>\n
According to the nature of the case, some evidences need to be preserved for a long time, adding that the evidences related to human rights or those that are going on for years should be preserved as much as possible. <\/p>\n
He also said that he was in favor of providing free tests to the poor citizens.<\/p>\n
Stating that the process of identifying the poor should be made clear in the regulation, he said that there should not be any delay in the test while waiting for the decision of the Board of Directors. He said, “Provision should be made to give exemption by disclosing the name of poor in the regulations. The report should not be delayed while waiting for the decision of the board of directors. Stating that export and testing system has been affected in lack of internationally recognized accreditation center in Nepal, Minister Pun shared that process has been forwarded under the Ministry of Science and Innovation to establish such an accreditation center. He expressed the belief that there would be improvement in both export and forensic examination of Nepali products if the certification system was developed as per the international standard. <\/p>\n
He also said that the bodies concerned should manage the entire process of safe transportation and testing if samples are sent abroad which are not possible in Nepal <\/p>\n
