The National Liberation Revolution has announced agitation against the bill saying that the provisions of the Public Roads Bill-2083 BS could affect the fundamental rights of the citizens, protection of private property, the existence of local communities and the cultural heritage. <\/p>\n<p> Organizing a press conference in Kathmandu on Monday, the organization demanded that the bill be withdrawn or reviewed immediately.<\/p>\n<p>The organisation&#8217;s leaders said road laws should be enacted only after obtaining prior informed and independent consent from the affected indigenous peoples, local communities and other stakeholders. <\/p>\n<p> CN Tharu, co-coordinator of the National Liberation Revolution, claimed that some provisions in the bill could affect the land, culture and civilization of the local and indigenous communities in the name of development.<\/p>\n<p>Stating that private land, guthi land, public square, pandhera, temple premises and community sites were affected in course of the expansion of roads and physical infrastructures in the Kathmandu Valley in the past, he said displacement should not be taken as the standard of development. <\/p>\n<p> The Tharu community also objected to the provisions of levying a maximum of 25 per cent development tax on the land lying on the right and left side of the road, freezing and auctioning of land without payment of tax, demolishing structures constructed without permission within the road boundary or setback and recovering the cost from the landowners. He demanded a review of the bill, arguing that the provision of publishing information related to land acquisition could weaken the right to information and legal defense of the affected citizens.<\/p>\n<p>He said that the provisions related to development tax, suspension and auction of land should be removed and unnecessary displacement should be stopped in course of road expansion. <\/p>\n<p> Rabindra Kumar Shrestha, coordinator of the Swaning Special Bureau, accused the government of trying to implement the external development model by ignoring the historical and cultural identity of the Kathmandu Valley.<\/p>\n<p>Claiming that the Newa civilization and heritages have been affected in course of the road expansion, he said the past incidents related to road expansion should be reviewed. <\/p>\n<p> Shrestha also questioned the working style of the Kathmandu Valley Development Authority (DDA) and claimed that it has not provided proper compensation and compensation to the people affected during the road expansion.<\/p>\n<p>Pointing out the need of building an organization for the preservation of Newa civilization, he said the National Liberation Revolution had announced to form the &#8216;National Liberation Army&#8217;. <\/p>\n<p> Heritage conservation activist Yadav Lal Kayastha stressed on the need of preventing damage to cultural heritages and local settlements in the name of development.<\/p>\n<p>He accused the government of not enforcing uniform standards when bulldozers were used only in people&#8217;s houses but the heritages were destroyed in the course of construction of big buildings and other structures. <\/p>\n<p> RK Tamang said that the bill related to public roads could not be accepted.<\/p>\n<p>He claimed that the provisions of the bill would affect the rights of the people and warned of going for protest. <\/p>\n<p> Sanam Limbu, coordinator of the Young Indigenous League, presented the organization&#8217;s views on the recent political situation, the Genji movement and the subsequent elections.<\/p>\n<p>He claimed that external influences could affect Nepal&#8217;s language, culture and political autonomy. <\/p>\n<p> In the press conference, the National Liberation Revolution has linked Nepal&#8217;s current political crisis to the ideological weakness of the political parties, power-centric politics, external influences and economic dependence.<\/p>\n<p> The organization has said that it will take forward its struggle on four main fronts. Among them are opposition to external interference and geopolitical subordination, opposition to internal class domination and corruption-centered power interests, opposition to dependent economies, and struggle against cultural self-forgetfulness and ideological slavery. <\/p>\n<p> The National Liberation Revolution has called on indigenous nationalities, local communities, Zhenji generation, intellectuals, industrialists, businessmen, and professionals to participate in the campaign. The organization has warned that the government will be responsible for the situation arising out of the Public Roads Bill if it is not reviewed immediately.<\/p>\n<p> The organization has called for participatory and consensus-based development, putting forth the view that &#8216;roads should be built for the people, people should not be displaced for roads&#8217;.
