Province’s complaint to the union: Raising issues ranging from employees to traffic fines in national meeting <\/strong><\/p>\n Biratnagar. The Koshi Province government is to step up pressure on the federal government again to resolve the development and administrative problems seen in the state.\u00a0<\/p>\n A meeting of the Koshi Province Level Development Problems Resolution Committee held in Biratnagar on Monday decided to raise the issues that could not be addressed by the federal government in the meeting of the National Development Problems Resolution Committee. The meeting also decided to give priority to the issues like immediately bringing the Federal Civil Service Act, providing land required for the construction of the province infrastructures, adjustment of police and making arrangements for depositing the traffic fine related to transport that fall under the jurisdiction of the provinces in the province consolidated fund. According to Taranath Niraula, vice-chairman of the Provincial Planning Commission, there is a problem in the management of employees in the province due to lack of federal civil service act.<\/p>\n According to him, the meeting discussed the issues affecting the works of the province government in the absence of necessary federal laws to implement the rights given to the provinces by the constitution. <\/p>\n The meeting also decided to raise the issues of providing government land to the provinces for the construction of their administrative and other structures, protecting the land and ensuring the right to use it. The meeting also gave priority to the issue that the fines collected by the traffic police should be deposited in the State Consolidated Fund and not in the Federal Consolidated Fund.<\/p>\n The state government has been claiming that the amount received from the traffic fine should be deposited in the province as the transport sector falls under the jurisdiction of the province. <\/p>\n The meeting has also decided to raise the issue of sending the Chief Administrative Officer to be deputed at the local level to the province in one go. Vice-chair Niraula said that the meeting also discussed the issue of lack of expected hearing from the federal level despite raising the issues related to the implementation of the rights of the provinces including adjustment of police from time to time. Stating that there was confusion regarding the transfer of employees working at the local level and the facilities to be received after retirement, he said that a clear concept was needed to be implemented throughout the country. The meeting also decided to immediately address the issues that could be resolved at the state level and the issues that should be addressed by the federal government would be forwarded through the ministries concerned.<\/p>\n Preparations are underway to forward the issues that have not been resolved even by the Ministry through the National Development Problem Resolution Committee. <\/p>\n In the meeting, Chief Minister of Koshi Province Hikmat Kumar Karki directed the government to resolve the problems surfaced in the province at the ministry level.<\/p>\n He urged the ministers and secretaries to carry out their works only within the legal and constitutional norms. <\/p>\n Stating that some of the issues raised with the federal government time and again were yet to be resolved, Chief Minister Karki stressed the need to take them ahead in a more vigorous manner.
