It is the responsibility of Nepal Rastra Bank to regulate the banks and financial institutions of Nepal. The role of the central bank is also the final regulator when it comes to irregularities, violation of laws and financial discipline in the banking sector. <\/p>\n<p>However, the victims have started approaching the Office of the Prime Minister and Council of Ministers, the Commission for the Investigation of Abuse of Authority (CIAA) and other bodies complaining that the central bank has not taken effective action even after serious allegations were made public in the banks. The latest example of this is the complaints related to Prabhu Bank, Nepal Investment Mega Bank and Kumari Bank. <\/p>\n<p>A complaint has been lodged against Prabhu Bank&#8217;s proprietor Ambika Sharma Lamichhane at the Commission for the Investigation of Abuse of Authority (CIAA) and the Prime Minister&#8217;s Secretariat. According to the allegation, while he was the director of the bank, crores of rupees were paid from the bank through Saraswati Events, which is in the name of his son. The banking law explicitly prohibits directors from engaging in conflicting interests. However, the victims have taken the matter to the Prime Minister&#8217;s Office, saying that the Rastra Bank has not taken any concrete action even after the matter was made public. <\/p>\n<p>Similarly, a complaint has been filed against Nepal Investment Mega Bank at the Prime Minister&#8217;s Secretariat. A service recipient named Uttam Kumar has accused the then Mega Bank of providing loans to blacklisted individuals, using forged documents and indulging in various financial irregularities. Earlier, cases related to government property against some officials of the bank were also pending at the court. <\/p>\n<p>Complaints have also been filed against the Chief Executive Officer (CEO) of Kumari Bank. The complaint accuses the Rastra Bank of misusing the name of the Rastra Bank to influence the officials of the NRB, of disclosing &#8216;fake profit&#8217; by showing more profit than the actual profit, of exaggerating the progress of the organization and of not wanting to remove the NRB from the post due to political pressure even after the Supreme Court disqualified the organization. <\/p>\n<p>It is the responsibility of the NRB to prevent irregularities, investigate and take necessary action. But in recent times, the regulator has been accused of being silent even as the police are investigating and arresting the chairman, CEO or other officials of the bank. This is the reason why many people have started commenting that only the police, not the Nepal Rastra Bank, take action against the erring banks. The strengthening of such a perception is a serious question on the credibility of the regulatory body. <\/p>\n<p>Earlier, the Nepal Rastra Bank (NRB) had given a message to Karnali Development Bank that everything was fine. After some time, the fact of a big banking scam came to light by taking over the same bank. During the inspection, the officials of the Rastra Bank were arrested on the charge of taking cash and iPhone as bribe. <\/p>\n<p>Similarly, it was also revealed that an employee of the Rastra Bank who went to inspect Prabhu Bank had got his wife employed in the bank during the inspection. After this, the Nepal Rastra Bank took action against Prabhu Bank. <\/p>\n<p>There is also an example of the Nepal Rastra Bank (NRB) directing the government to make additional provisions on an industry-related loan approved during the tenure of former Governor Maha Prasad Adhikari. Now, the central bank is also accusing the central bank of hesitation to take decisive steps against some of the banks that have been disqualified by the Supreme Court. <\/p>\n<p>People&#8217;s trust in regulators is the greatest asset of the financial system. If serious allegations are not taken in a fair and timely manner, it will have a long-term impact not only on the concerned bank but also on the overall banking system and the credibility of the NRB.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
