Kathmandu. KATHMANDU: Minister for Women, Children, Gender and Sexual Minority and Social Security, Sita Badi, has said that there are more children than the capacity in the juvenile reform centres across the country. <\/p>\n
The meeting of the Women and Social Affairs Committee on Wednesday discussed the institutional status of children’s home, child correction home, women safe shelter home and old-age home and monitoring findings.<\/p>\n

In the meeting, Minister Badi said that the Ministry has prioritized the rights, security, dignity and rehabilitation of children, women, senior citizens and vulnerable people in need of special protection. She said, “The Act Related to Children 2075 and Regulations 2078 have made clear legal provisions especially regarding the management of child correction home.”<\/p>\n
The main objective of the juvenile home is not to punish children who are in conflict with the law, but to ensure their reform, protection, education, health, psychosocial support and social rehabilitation. “<\/p>\n
According to Minister Badi, although the total capacity of 10 juvenile correction homes across the country is 1,085 people, around 1,200 children are dependent. According to her, correction centres in Morang, Kaski, Rupandehi and Makawanpur districts are overcrowded. <\/p>\n
She said that there are people above 18 years of age in the juvenile correction home and it should be managed on the basis of age, gender status, risk level and corrective needs. She said, “The government has taken various initiatives for structural and managerial reforms in the juvenile correction home.<\/p>\n
Bhaktapur \u2013 The first children’s court has been established in Bhaktapur. A child correction centre is being constructed in Dhakaltar of Tanahun while budget has been allocated for the construction of a child correction centre in Karnali province. A juvenile home has been brought into operation in Nuwakot for providing separate arrangement for children above 18 years of age. In the meeting , lawmaker Gyanu Poudel said that the juvenile home in Rupandehi is keeping more children than its capacity and there are people above 18 years of age. <\/p>\n
‘The child correction center in Rupandehi is the most problematic. Children under the age of 18 are said to be there, but there are also older ones. There are more children than capacity, the playground cannot be imagined. “The situation is that the fundamental rights, especially the right of the child to live and the minimum standards set by the Convention on the Children have not been implemented,” she said.\u00a0<\/p>\n
Stating that the condition of the government-run child correction homes is weak, Poudel said that the condition of other child correction centers being run with the support of NGOs and the community should also be monitored. The meeting of <\/p>\n
the committee also discussed the issues related to the institutional status of the child correction home, women safe shelter, children’s home and old-age home, management and monitoring. <\/p>\n
