Clear legal framework needed to control infectious animal diseases: Minister Chaudhary<\/strong><\/p>\n Kathmandu Minister for Agriculture, Forest and Environment Gita Chaudhary has stressed the need for a law that clarifies the responsibility of all three tiers of government to control the infectious animal disease. <\/p>\n Responding to the queries raised during the discussion on the Infectious Animal Disease (Control) Bill, 2083 on Wednesday, Minister Chaudhary said livestock sector is the basis of livelihood for millions of households. She said that African Swine Fever, Lumpy Skin Disease, Bird Flu, Khorat, PPR and Rabies have been causing death of livestock as well as reduction in production and negative impact on farmers’ income.<\/p>\n ‘Livestock sector in Nepal is the basis of livelihood for millions of households. Infectious diseases in the region are causing livestock deaths and reducing production, as well as negatively impacting farmers’ incomes and the overall economy,” she said.\u00a0<\/p>\n Minister Chaudhary said zoonotic diseases like rabies, tuberculosis and Japanese Encephalitis are not limited to animals but also affect human health.”Among these diseases, zoonotic diseases, such as rabies, tuberculosis, and Japanese encephalitis, are not limited to animals but are also affecting human health,” she said.<\/p>\n Such diseases have also posed a challenge to the health of animal products consumed by the people. She said infectious diseases should not be limited to veterinary medicine but should be addressed in accordance with the ‘One Health’ concept that integrates animal, human and environmental health.<\/p>\n “In the present context, it was necessary to address such diseases as a common issue of animal, human and environmental health in accordance with the concept of ‘One Health’ as a whole, not just in the context of veterinary medicine,” she said.<\/p>\n “<\/p>\n According to Minister Chaudhary, problems have surfaced in timely diagnosis and control of the disease as the responsibilities of all three tiers of government are not clear after the adoption of the federal system. She said that due to this, there is a risk of further spread of the disease and there will be a big loss. <\/p>\n “Even if the country has gone to federalism, there is a dilemma about who should do what and the disease is not diagnosed and controlled in time, and the possibility of further spread of the disease and causing great damage is increasing.” Therefore, the government of Nepal has presented this bill in the honorable House as the responsibility of all three tiers of government is clear, early detection of diseases, reduction of outbreaks and clear legal framework for controlling infectious diseases,” she said.\u00a0<\/p>\n Minister Chaudhary said that the bill would prepare a legal basis for early detection, information dissemination, surveillance, prevention, control, prevention and eradication of infectious and epidemic diseases seen in the livestock and fisheries sector.
