The citizens of the country are in the pain of calamity. Somewhere houses have been destroyed, somewhere families have been torn apart, somewhere relatives have been lost, somewhere lifelong property has been buried in the mud in front of their eyes. In such a difficult time, the Parliament should have become the voice of the people’s pain, hope and trust.

But in some of the expressions, it was felt that the tendency to make political accusations, counter-allegations, and seek political gains was more pronounced than the tears of the people.

It is the duty of democracy to question the government. It is the right of the opposition to point out weaknesses. If there is negligence, there should be an investigation and if the fault is proved, responsibility should be fixed. But it is not right to make the wound of the people a subject of political gain without getting a balm. Disaster is not political arithmetic, it is a test of national character, human sensitivity and leadership ability.

Let’s look through the eyes of the victim

Let’s remember those children who have lost their parents or guardians in the calamity. Let’s remember those families where the question arises as to how tomorrow’s stove burns after the loss of the main breadwinner. Let’s remember the villages where people are looking up to the sky today, having lost their homes, farms, livestock, property and relatives.

They need the trust of the state, not political sarcasm—’You are not alone, the nation is with you.’ Therefore, in such a time, we need compassion not sarcasm, responsibility not accusations, national unity not political demonstration, and action plan not speech.

Let’s also look at the mirror of the past

It is natural to question the government today. But politics is not only a culture of pointing fingers at the present, but also being honest about one’s past.

Prachandaji has been the Prime Minister many times. The governments led by the UML and the Congress have also faced various crises and calamities. Where there was success, where there were weaknesses — history will evaluate that. The history of Nepal is not the common history of any one party, but of the entire nation.

So today’s question should be, “Who didn’t do what?” but “What can I do now?” It’s time to prove your ability, ability, skills, and responsibility.

Disaster does not come by playing musical instruments

Natural disaster does not come with an invitation. In an instant, it destroys the lives of a family, a settlement and sometimes an entire community. It can turn a green settlement into a silence of mourning, erasing the heritage of generations.

Human capacity is limited in the face of the fierce form of nature. Therefore, it is not to challenge nature, but to create a system to minimize the possible damage, prepare and keep the citizens safe. We should develop a culture and system to be prepared not only when disaster strikes, but to prepare before disaster strikes. The main demand: Immediate action and long-term preparedness

1. Rescue and life saving: Ensure immediate rescue, treatment, food, water, shelter and necessary humanitarian assistance to vulnerable people.

2. Protection of Victims: Provide safe shelter, health services, child protection and necessary psychosocial support to the homeless and families who have lost their loved ones.

3. Transparency in relief: The details of the relief and assistance received should be made public and disseminated to the real victims in an impartial manner.

4. Integrated mobilization: All the state mechanisms, skilled human resources and necessary equipment should be effectively mobilized from the central to the local level.

Long-term

1. Preparedness and Risk Reduction: Scientific identification of vulnerable areas, effective early warning, regular practices and efficient disaster management system should be developed.

2. Safe Settlement and Rehabilitation: Safe settlement and rehabilitation: Safe relocation of the displaced families to the required place by scientific management and dignified rehabilitation of the displaced families with housing, education, health and livelihood.

3. Safe Reconstruction: Reconstruction should be made scientific and sustainable, not “as before”, but “safer than before”.

4. Common National Policy: A long-term national policy should be formulated with the participation of all parties, experts, security agencies, local levels and civil society keeping disaster management above party politics and change of government. Necessary responsibilities should be fixed by impartial review of past shortcomings.

This is not the problem of any one person, it is not only the problem of the Prime Minister. It is not only the problem of the Home Minister. It is not only the problem of the government or the opposition. It is the problem of the nation.

There is no party of sorrow. Tears have no ideology. Disaster does not ask the political identity of the citizen. If someone’s house is destroyed today, that house belongs to Nepal. If someone’s tears have fallen, those tears belong to Nepali. It is also the responsibility of all of us to lift them.

Appeal to the citizens

Now come, let’s be good Nepalis—responsible citizens. In this hour of disaster, let’s do what we can before blaming others. Let’s not spread unconfirmed information and rumors. Let’s understand the sensitivity of the victims. Let’s put balm, not salt, on their wounds.

Let’s generous our hearts, extend a helping hand, and get as much help as we can. Donate blood, participate in relief, volunteer in rescue, and hold the hands of families in need. Let’s ask questions to the government, but along with the questions, let’s also demand solutions and accountability.

‘Let’s not be a man of blame, but a man who seeks solutions.

Let’s be a hand to reduce pain, not to look at pain.

Not only criticize but also cooperate.

Let’s make the heart generous, not narrow.

Let’s be united Nepalis, not divided. ‘

Last Thing

The question of who was responsible for the disaster will be answered by facts, investigation and history. If there is weakness, there should be correction, if there is negligence, responsibility should be fixed.

But the first question is not “Who is to blame?” but “How do we get the country out of this disaster safely?”

Let’s turn nature’s warning into a national policy, not a political slogan. Let’s learn from today’s pain and make tomorrow’s Nepal more secure, capable and self-reliant.

Politics in adversity—let’s demonstrate liberal policies. “True politics is not looking for politics in people’s tears, but politics with the ability to wipe those tears.” ‘

‘Nation first. Humanity first. Responsibility first. We’re all together with ‘

Dr. Rudranath Adhikari The scene seen in the Parliament on September 17 made my heart heavy.
