Neeraj Acharya, chief of the publicity and publication department of the CPN-UML, has said that the distribution of relief after the disaster has been chaotic. He has questioned the state’s disaster management system, saying that the people across the river have to go hungry due to lack of relief but the riverine relief materials are rotting and stinking. <\/p>\n Acharya has written on social media Facebook and asked whether the so-called ‘one-door system’ implemented by the government has been implemented effectively or due to mistrust towards the local and state governments, all the responsibilities have been given to the Nepal Army. <\/p>\n He said that it was not appropriate to give the responsibility of distributing relief to the Nepal Army instead of focusing on rescue and saving lives during the disaster. Acharya questioned whether the main responsibility of the army is rescue or relief distribution. <\/p>\n “The main job of the Nepal Army is to save lives in times of disaster or to distribute rice,” he wrote. <\/p>\n According to Acharya, a separate team could have been mobilized in coordination with the general public, local level and state government to distribute relief by focusing the army on rescue operations.
