Genji Engineer<\/strong><\/p>\n I can’t call the current government ‘Jenji Government’, I just wish you all the best: Miraj Dhungana<\/strong><\/p>\n One year of the Genji movement: ‘Change has not been felt yet’<\/strong><\/p>\n Let’s not ‘romanticise’ the movement, if there is another movement, the country will be unstable: <\/strong><\/p>\n Akanksha Dhami, Nepal News Bank<\/em><\/strong><\/p>\n Kathmandu. It has been a year since the Jenji movement took place. Although the movement has intensified the debate on generational change and change in the political circles of the country, it is yet to be directly felt in the daily lives of the citizens, said Miraj Dhungana, a Jenji activist. <\/p>\n According to him, the change of government is not the only real change, but the meaning of change will be established only when the living standards, employment, inflation and livelihood of the citizens improve. In an exclusive conversation with Nepal News Bank on the occasion of Genji Day on September 7, Dhungana said that although the country has gone through a big political transition after the Genji movement, the expected change is still not felt in the daily life of the citizens. Expressing sorrow over the loss caused by floods and landslides, he said that from human loss to national projects, government buildings, many other areas have been damaged. He said that the government should show more maturity in rescue and relief work during the time of disaster. <\/p>\n “The permission was given to bring the rescue team from abroad only three days after the incident and the rescue team could come here only after five days of the floods,” he said, “The decision on rescue and relief could have been taken sooner by learning from the steps taken by the state during the past disasters and epidemics.” “<\/p>\n ‘The Genji movement cannot be described in one word’ <\/p>\n According to Dhungana, the last one year has been very tumultuous for the country. He said that due to various emergencies, political ups and downs, the Jenji movement and the subsequent transition period cannot be explained from the same perspective. <\/p>\n He said that he participated in the movement as he felt the need for change in the country. <\/p>\n ‘The time has come for this country to take a pioneering leap. It was not seen that the existing methods and methods would give a way out to the country,” he said, “Therefore, a movement of the nature of regime change was necessary.” He said that although they did not think that the movement would happen immediately, the situation was moving in that direction. According to him, the movement has prepared the basis for generational change and has made the citizens more interested in politics. <\/p>\n He said that the ban on social media was the main trigger of the movement at that time. <\/p>\n ‘The state’s behavior was to give lollipops and immediately defuse the situation’ <\/p>\n Dhungana also critically looked at the Genji agreement with the then government. According to him, instead of looking for a long-term solution, the state has shown a tendency to give ‘lollipops’ to control the immediate situation. <\/p>\n “The work of the state was to give lollipops and to calm the immediate situation,” he said, “We made an agreement at that time, but later we protested when we were not satisfied with it. We see that the present government also gave lollipops. There was also an agreement on Ganesh Nepali and Garima Chaudhary. It was like a lollipop. The role of the state was the same, it was only to give lollipops. “<\/p>\n He claimed that the same attitude has been seen towards the present government. He said that the situation should not be repeated if there is no immediate agreement on various issues but it cannot be implemented. <\/p>\n “The Sushila Karki-led government did not do much except the elections,” Dhungana said. He said that his political relationship with the then government was divided into agitation and state side. But he made it clear that he was not ready to accept the current government as Genji’s government. <\/p>\n ‘Change should be seen in the livelihood of the people’ <\/p>\n According to Dhungana, the main objective of the Jenji movement was not just change of power. He believes that the main criterion of change should be to bring real improvement in the lives of the citizens. <\/p>\n ‘I look at my standard of living to see if it has changed. Has the price come down or not, has it become easier to live or not, is it possible for the citizens to get work in their own country or not?” he asked. <\/p>\n According to him, a large number of youths are still forced to go abroad for employment. He said that the condition of the workers, inflation, house rent and the price of daily consumption items are making the life of the citizens difficult. <\/p>\n “When I don’t see ease in people’s livelihoods, I am not ready to say that the country has changed on the basis of the claims of development seen on the internet,” he said. <\/p>\n He said that everything from the tax on fuel to the condition of the workers working in the ride-hailing sector should be linked to the real life of the citizens. <\/p>\n ‘Don’t discriminate on the basis of age’ <\/p>\n Dhungana said that people with experience should not be excluded on the basis of age. <\/p>\n “Just because 40 years have passed does not mean that everyone will not be useful. They have experience,” he said, “We should also learn from the practices that were done in the past in the event of a disaster. “<\/p>\n He said that the government should keep the economy and livelihood in priority. He suggested that the government should formulate a long-term policy to end the compulsion of citizens to go abroad only to seek employment. <\/p>\n ‘The present government is not ready to be called Jenji’s government’ <\/p>\n Dhungana said that he was not enthusiastic about the formation of the current government from the beginning. He made it clear that he was of the opinion that people with political background should be active in politics. <\/p>\n “I am not ready to call them the government of Jenji,” he said, “but I wish them good work.” According to him, even if the government’s intentions are right, if the implementation capacity is weak, it will not give the expected results. <\/p>\n “It is not only the intent, but also the right way of executing the work,” he said. <\/p>\n ‘The name has been spoiled on the first page of the report of the Karki Commission’<\/p>\n Dhungana also expressed dissatisfaction with the report of the Karki Commission on the Jenji movement. He said that his faith in the report has been weakened as it was written on the first page of the report. <\/p>\n ‘I thought how to read the contents of the report that I couldn’t even write the name of the Gen-G movement, let alone the Gen-G movement. I read that report, I threw it away,” he said. <\/p>\n However, he said he found the human rights report to be relatively reliable. <\/p>\n ‘Incidents of 24 should be investigated and taken action’ <\/p>\n Dhungana said that there should be an impartial investigation into the violent and destructive incidents that took place during the movement. He said that those responsible for the damage to public and historical property should be brought to book. <\/p>\n “From Singha Durbar to the historical monuments of the country, the culprits should not be impuned,” he said. <\/p>\n He warned that if action is not taken in such cases, a wrong precedent can be set. According to his proposal, a separate judicial commission or a special bench to investigate such cases can be set up soon. <\/p>\n However, he said that innocent people might have been arrested during the agitation and they should also be immediately investigated and released immediately if they are innocent. <\/p>\n ‘The state does not run on revenge’ <\/p>\n The state should not have a feeling of vengeance against anyone, Dhungana said. <\/p>\n “The state should look at everyone equally. If someone has done wrong, then investigation, prosecution and action should be taken through the legal process,” he said, adding that the state does not run on revenge. “<\/p>\n He said that he has a sense of revenge in the state and this tendency should be put to an end. <\/p>\n ‘The government should not run from the corner of Kathmandu, but from among the citizens’ <\/p>\n According to Dhungana, the government should reach closer to the citizens to understand the real life. He said that the real situation of the country cannot be understood only by sitting in a corner of Kathmandu and writing status on social media. <\/p>\n “We should reach out to the poor, laborers and helpless citizens and make policies in their favor,” he said, adding that development can only be envisioned without understanding the real contradictions of the country, it cannot be turned into reality. He said that he is optimistic about the incumbent government but if the expected results are not achieved, the need for an alternative political force may be felt. <\/p>\n “Right now we are optimistic. If this government or the ruling party does not succeed, then we are imagining a third stream,” he said. <\/p>\n ‘We are not in favor of the movement now’ <\/p>\n Dhungana refuted the rumors spread on social media that he is going to agitate again. According to him, he is not in favor of ‘romanticizing’ the movement. <\/p>\n ‘When there is a movement, the country becomes unstable again. When will we work? Agitation is not always a thing,” he said. <\/p>\n According to him, a movement may be necessary in a certain situation in any country, but it is not appropriate to continue to agitate for continuous regime change. <\/p>\n “If there is a need for a movement, it will be a matter of time. I am not saying that there will be a movement,” he said. <\/p>\n Dhungana expressed his displeasure over the publicity spread on social media that he was going to protest again on September 7 and 24. <\/p>\n He said that such propaganda was misinformation against him. He claimed that he has seen such propaganda by the ‘cyber army’ associated with the ruling party. But he reiterated that he is not in favor of the movement now. <\/p>\n ‘Speedy investigation, release the innocent’ <\/p>\n Dhungana stressed on the need to conclude the investigation and judicial process of the cases related to the Jenji movement at the earliest. According to him, both the tendency to release everyone without investigation and to distinguish the guilty and innocent are wrong. <\/p>\n “There is no question of releasing everyone without prosecution, without trial. But if the innocent are implicated, justice should be given to them soon,” he said. <\/p>\n He said that those found guilty should be given full punishment as per the law. <\/p>\n ‘The government should last for five years’ <\/p>\n Dhungana is in favor of the present government should work for five years. Stating that the governments in the political history of Nepal have not been able to last a full term, he said that he expects a stable government this time. <\/p>\n ‘After taking responsibility, it should be fulfilled. I want this government to last for five years,” he said. <\/p>\n But if the government fails to do the expected work even <\/p>\n in five years, he claims that the leaders of the ruling party will be politically weak. <\/p>\n ‘It has been only five months since the formation of the government, the story is still pending’<\/p>\n Dhungana said that it was not necessary to comment in detail on the decisions he took after the Jenji movement and the allegations and misunderstandings against him. <\/p>\n “The transition period was very turbulent. Many emergency decisions had to be taken. There were various misunderstandings and allegations about me,” he said, “But nothing has happened. The story is still pending.””Since this government was formed only five months ago, the developments will become clear in the coming days,” he said. <\/p>\n According to him, the biggest achievement of the Genji movement is the growing interest in politics among generations and citizens. <\/p>\n “There was a generational transition. The other was that the citizens became more interested in politics. I think these two things are the main contributions of the movement,” he said. <\/p>\n ‘The government should reach closer to the people, the country cannot be understood from the corner of Kathmandu’<\/p>\n Dhungana stressed on the need to reduce the distance between the government and the citizens. According to him, the government should reach out to the people to understand the real situation of the country. He argues that the real problems of the country and the contradictions faced by the citizens cannot be understood if they are expressing their views on social media within the limited circle of Kathmandu. <\/p>\n “The government should be close to the people and the ground. Sitting in a corner of Kathmandu and writing the status does not make one understand the real situation of the country and its contradictions,” he said, “Without understanding this, only the development of the country can be imagined, it cannot be converted into reality.” He said that the government’s priority should be to make the lives of the poor, laborers and helpless citizens easier. He suggested that the problems related to the daily life of the citizens should be identified and policies and programs should be made in their favor. <\/p>\n According to Dhungana, the basic spirit of the Jenji movement is to bring real change in the lives of the citizens.
