Kathmandu. Chairman of the Labour and Culture Party, Harka Sampang Rai, has made public a detailed proposal for constitution amendment. He has presented his proposal in favor of the directly elected executive presidential system by releasing the ‘Constitution Amendment Workshop 2083’.
He has also mentioned that the executive head directly elected by the people, the Council of Ministers would be formed by the persons of the executive head elected while forming the government and the type and character of inclusiveness should be chosen on the basis of civilization, ethnicity, community and gender while selecting the cabinet.
Likewise, it has been mentioned that the government will formulate the working procedure of the government, formulate the laws, study whether the government’s works are in accordance with the work procedure, evaluate it, inspect it and give suggestions to the government.
He has proposed impeachment if the executive chief becomes autocratic and relieved of his post if impeachment is passed in the parliament.
