We have proposed budget prioritizing marginalized groups amidst limited resources: Minister Badi

Kathmandu. The meeting of the Women and Social Affairs Committee held discussions on the policies and programmes of the Government of Nepal and the upcoming budget. On the occasion, Minister for Women, Children, Gender and Sexual Minority and Social Security, Sita Badi, said that the Ministry has given priority to the protection and empowerment of vulnerable communities despite limited resources.

Speaking at the meeting, Minister Badi said the suggestions, guidance and constructive comments received from the lawmakers would be an important basis to make the Ministry’s future programmes more result-oriented. The Ministry has been fulfilling its important responsibility for protection, empowerment and ensuring rights of women, children, senior citizens, persons with disabilities, gender and sexual minorities and marginalized community.

She said, “The suggestions, guidance and constructive comments received from the honorable members in the committee will be an important basis for making the future steps more result-oriented for the Ministry.” Our Ministry has been fulfilling the important responsibility of ensuring the protection, empowerment and rights of the most vulnerable sections of the society, women, children, senior citizens and persons with disabilities, gender and sexual minorities and marginalized communities. ’

Stating that although the scope of responsibility of the Ministry was wide, the available resources were limited and a big chunk of budget was being spent on essential responsibilities such as social security, administrative works and management of child correction centre, she said. “It is a reality that we have not been able to address all expectations and needs at once due to limited resources,” he said.

“Despite the scope of responsibility of the ministry, the limited available resources remain a permanent challenge,” she said. Realizing this reality, while proposing the upcoming budget, we have taken some courageous and necessary steps forward. A large part of the total budget of the Ministry is spent on administrative works and management of child correction homes and in mandatory responsibilities such as social security. It is clear that some aspirations have not been fulfilled immediately as it is not possible to address all the expectations and needs at once with limited resources. ’

Stating that justice, necessity and effectiveness have been accorded high priority while allocating the upcoming budget, Minister Badi said programmes and budget have been proposed specifically targeting the marginalized, highly marginalized, Dalit and rural municipalities with high rate of poverty.

She said that the government has clear commitment to realize the presence and sensitivity of the state in the areas lagging behind in the HDI.
