. Rastriya Swatantra Party (RSP) lawmaker Manish Khanal has demanded a ruling from the Speaker to control the tendency of speaking on unrelated issues by asking for emergency time in the parliament.
Speaking in the meeting of the House of Representatives on Friday, lawmaker Khanal stressed on the need of effective implementation of the House of Representatives Regulations.
He reminded that the parliament itself has a clear provision in the regulation that the right to speech should not be misused.
“We have clearly stated in the sub-rule (9) of Rule 21 of the House of Representatives Regulations prepared by an all-party committee that the right to speak should not be misused with the intention of obstructing the proceedings of the House,” he said.

Lawmaker Khanal said that there are separate provisions for zero hour, special hour and emergency time as per Rule 15 of the regulation.
“Rule
15 of the Regulation has made it clear that the issues deemed necessary can be raised through zero hour and special hour and if there is an emergency, the Speaker can be informed about the matter and raise it in an emergency,” he said. “In the last few days, the tendency to raise the budget, constituency and other irrelevant issues by asking for emergency time in the parliament has increased,” he said.
He said, “In the last few days, if you look at the activities of the Parliament, the honorable members sitting in the opposition have taken permission to speak on one issue, but after starting to speak, they have raised the budget and the issues of their constituencies and various other issues.”

He demanded that the Speaker should make a clear ruling to stop this trend.
He said, “Therefore, we request the Speaker to rule to make arrangements to express opinions only on the same issue as permission has been taken to speak on any issue.” I would also like to request all the honorable members to keep in mind the importance of zero time, emergency time and special time. ’
