. The government and Dr Dilli Harijan, who is currently working on a one-year internship under the MBBS programme, signed a five-point agreement on Friday. With the agreement, the Harijans have ended their hunger strike from today.
As per the agreement, discussions will be held between the concerned parties at the Ministry of Education and Sports on August 12 regarding providing 50 per cent of the basic salary of the eighth level of health service to the students of MBBS and BDS and one-year internship programmes equally.
It has been agreed that the agreement reached from the discussion would be presented as an agenda in the meeting of Medical Education Commission.
The task force formed by the Ministry of Education and Sports had submitted its report on May 15 and recommended to provide half of the basic salary of the eighth level of the health service as subsistence allowance keeping in mind the workload of intern doctors, night service and minimum needs. Likewise, the meeting will discuss the issue of compulsorily inviting representatives of the stipend campaign to the meeting of the Medical Education Commission as per the Clause
7 of the National Medical Education Act, 2075 on August 12.
According to the agreement, a committee will be formed to implement the working hours of residential and intern doctors in all government and private medical colleges as per the Labour Act, 2
074 and a report will be prepared and implementation will be forwarded on the basis of that.
Likewise, it has been agreed to discuss with the stakeholders for the effective implementation of the provision of returning the extra fees charged by the medical colleges under various headings and requiring only the fees approved by the government.
An agreement has also been reached to monitor and hold necessary discussions for the effective implementation of the previous circular of the Medical Education Commission (MEC) to make hostels optional by removing the provision of mandatory stay in hostels for MBBS and BDS students. The talks team led by Chandra Kanta Bhusal, joint secretary at the Ministry of Education and Sports, signed the agreement on behalf of the government.
Senior Health Administrator Dr Samir Kumar Adhikari, Under-Secretary Madhu Ghimire and Aditya Karma of the Minister’s Secretariat were members of the team. Hari Prasad Niraula, administrative chief of the Teachers Service Commission, was also present on the occasion.
