Work should be done by motivating the employees, not by intimidating them: Prachanda
Kathmandu. Chairman of the Communist Party of Nepal (CPN) Pushpa Kamal Dahal ‘Prachanda’ has said that the bureaucracy should be mobilized by motivating and making it responsible and not frightening in times of natural calamities and crises.
Addressing the ‘Civil Service Honor-2083’ programme organized by Chandralok Pratishthan on the occasion of the 23rd Civil Service Day in the capital on Saturday, former Prime Minister Prachanda said that the state bodies and bureaucracy are in confusion. Stating that an atmosphere of fear should not be created to make the bureaucracy disciplined and responsible, he clarified that the work done by Karbal would not be effective.
“There are two ways to make an employee responsible — one is to motivate by good deeds and policies, the other is to intimidate and coerce. Work done by force and intimidation will not be effective. Now the state agencies are in a dilemma,” he said.
Reminding that the government has a policy of helping if it does good and warning if it does bad, Prachanda claimed that the current symptoms are not positive. He stressed that all conscious citizens and political leadership should unite to protect the country’s sovereignty, national integrity and democracy achieved through a long struggle. Reviewing the recent flood and landslide disasters and rescue works, Chairman Prachanda said that although the rescue of two people from the tunnel after 10 days was satisfactory, it was a huge loss of lives due to lack of effective steps on time.
“It is a matter of satisfaction that two people have been rescued safely from the tunnel after 10 days. But if the rescue operation had been intensified on time, many lives could have been saved. The government should be more responsible for disaster management,” he said.
Recalling the tradition of the government awarding the best employees on the Civil Service Day for the last 23 years, Prachanda said that it was wrong to postpone the program in the pretext of disaster. He said that the morale should be boosted by rewarding the employees even if it is postponed for a few days.
“In times of emergency, we need the support of the staff and security agencies even more. Even if the program was postponed by a few days, the best employees should have been rewarded. Now is the time to encourage the employees who are in the permanent government,” he said.
