Kathmandu. It has been a year since the Jenji movement that took place on September 23 and 24 last year demanding corruption, irregularities, good governance and political accountability.
In this context, Nepali Congress Joint General Secretary Dr. Dila Sangraula has accused the present government of not moving forward as per its objectives even after one year of the Jenji rebellion.
She claimed that the government has failed to meet the people’s aspirations of good governance, zero tolerance towards corruption, effective service delivery and prosperous Nepal.
According to Sangraula, the main objective of the Jenji rebellion was to transform Nepal, maintain good governance and zero tolerance for corruption and provide efficient services to the citizens from the state. On this basis, she said that the political parties are also expected to change themselves and move forward in a new way.
Stating that the incumbent government was formed on the foundation of the Jenji movement after the election, she said although the people had high hopes and faith in the government led by Prime Minister Balendra Shah with the agenda of the Jenji rebellion, works could not be materialized.
She accused the government of being weak on the issue of corruption control and good governance. She said that the Congress is of the opinion that after the political change of 046 BS, the assets of the people who reached the top posts should be investigated and the files of all the past corruption scandals should be opened. She said that the government has not been able to take the issue forward effectively.
She said, “We have said that after the change of 046 BS, investigate the properties of all the people who have reached high positions and open the files of all the scandals.” But the government seems to have a breakdown on this issue, it does not seem to be moving forward. ’
She said that although the people should get effective services directly from Singha Durbar, the government has been weak in disaster management. She said that the presence of the government has not been effective in rescue, relief and rehabilitation works, especially during the floods in Bhotekoshi and the subsequent disaster.
She said that the federal government is not the only government and there is a need for effective coordination between the federal, state and local levels. She commented that the present government has not been able to see effective communication and understanding with the local government which is directly connected with the people.
Stating that transformation was not the agenda of any one party or group, she said that it was the responsibility of the government to move forward in nation building by uniting all the political parties. She said that the Prime Minister should be accountable to the parliament as the parliament is the main place where the sovereignty of the people is exercised.
She said, “Parliament is the sovereign place of the people, where debates are held and the Prime Minister has to answer the questions of the MPs. But the MPs have to raise their voice to be accountable to the Parliament.” ’
According to her, the Nepali Congress has embraced transformation and good governance in the party under the leadership of Gagan Kumar Thapa after the special general convention. She said that they are also a part of the government.
She said the NC has adopted the policy of supporting the government in its positive works and pointing out weaknesses.
She said that the incidents of 23 and 24 during the Jenji agitation have not been investigated fairly. She said that the demands of the families of the injured and martyred are yet to be addressed, as children and youths were shot at during the protest on the 23rd.
Joint General Secretary Sangraula said that although the Jenji rebellion has brought the country to the brink of a big change, the voice of the people has been suppressed even more after the movement. She said that even today, when the citizens raise their demands and voices, instead of listening, the government resorts to lathi-charge.
She said, “The Genji rebellion put the country on the brink of a big change. But even today, when the voice is raised, the government does not listen, instead it is lathicharged. It seems that the government itself is involved in the process of suppressing the voice,” she said.
According to Sangraula, on the 23rd of the protest, the children were shot at. She expressed dissatisfaction with the government saying that the demands of the families of those who were injured and killed during the protest have not been addressed yet.
“On the one hand, young children were fired upon during the agitation on the 23rd, whose demands of the families of the injured and martyrs have not been addressed yet,” she said, “On the other hand, the government failed to investigate the demolition activities on the 24th, including the Parliament House, Singha Durbar and the Supreme Court. One party got power, the other only suffered.” ’
She said it was “ironic” that the government, which was said to have been formed under the guise of Jenji, was in the process of suppressing voices.
He also accused the government of failing to conduct an impartial investigation into the destructive activities of the agitation on the 24th. She said that there should be an impartial investigation into the incidents of arson and damage to public structures and private property including the Parliament House, Singha Durbar and the Supreme Court.
According to him, if the issues of good governance, accountability, justice and political reforms raised by the movement are not addressed, there may be more dissatisfaction in the country. Therefore, the government should move forward in a transparent and impartial manner, she said.
She claimed that the government’s attitude towards the private sector has increased the frustration in the market. She said that the tendency to lock up the traders and businessmen first and then listen to them has had a negative impact on the industry.
Stating that the country’s economy is becoming dependent on loans and remittances, she said that the government has failed to create an environment to provide employment to the youth in the country. She said that despite the promise made during the elections that ‘no one should go abroad’, now a large number of youths are forced to go abroad for employment.
She said that due to the lack of necessary laws for Non-Resident Nepalis, the investment of foreign and non-resident Nepalis could not come as expected. She said that the migration of youths should be stopped by creating an environment of investment and employment in agriculture, water resources, tourism and industrial sectors.
Sangraula also said that there is a need for radical reforms in the education and health sectors. He demanded that the situation of not ensuring employment even after getting expensive education should be ended and arrangements should be made to provide easy and quality health services to the common people.
She said that the people are facing problems due to rising prices, black marketing and shortage of basic necessities like gas and petrol. She said that the government should also make concrete legal and institutional reforms in the cases of violence and rape against girls.
She said that the Prime Minister’s style of coming to the parliament like an ‘express vehicle’ and returning without listening to the lawmakers does not show the role of a guardian.
She said that the Prime Minister should call an all-party meeting in difficult situations and take all the political parties into confidence. She said that in times of disaster, social tension and national crisis, the government should cooperate with all the parties instead of moving it alone.
Stating that the Jenji rebellion has brought the country to the brink of a big change, she said that there is still an opportunity to work according to the spirit of that movement. She said that although the government has the opportunity to maintain the trust of the people, it should be used for good governance, service delivery and result-oriented work, not for stunts.
