Kathmandu. The Election Commission has held discussions and consultations with experts and stakeholders regarding providing voting opportunities to Nepali citizens who are included in the final voter list in Nepal but are currently outside the constituency or abroad.
The Commission has taken this initiative with the objective of making democratic participation more broad and inclusive.
In order to make the electoral system safe, transparent and legally sound, the EC had brought together key bodies from the field of policy-making, education, information technology and cyber security. During the consultation, a detailed review of the various voting methods, their opportunities, challenges and prerequisites for implementation were carried out for voters living abroad and outside the constituency. The following factors were analysed as key indicators for maintaining public confidence in the
adoption of technology-based or remote voting.
On the occasion, Election Commissioner Dr Rajiv Subba made a presentation on various possible models of voting and international practices. According to Dr. Subba, Nepal’s legal, security, transparency and public trust requirements will be identified before a certain technology is selected and an appropriate model will be evaluated accordingly. Chiranjibi Adhikari, Acting President of Computer Association Nepal (CAN Federation), said that political will and trust in indigenous capacity were indispensable for the successful use of technology.
He said, “Strong political commitment, active participation of political parties (especially their information technology and international departments) and unwavering trust in the private sector—especially Nepal’s domestic IT industry—are essential to ensure the voting rights of voters abroad and outside the constituency.” “
Adhikari stressed that the CAN federation should rely on the technological preparedness as well as the common vision of the political leadership and the capacity of the domestic IT sector to build a secure system.
