Kathmandu Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has claimed that her statement about the National Assembly has been distorted in the media and social media.
Speaking at a meeting of the National Assembly on Thursday, she expressed regret if her remarks hurt the sentiments of the NA members and pledged to be more vigilant in the days ahead.
She clarified that she did not use the word ‘non-cooperation’ anywhere in the ‘Jenji Memorial Day’ program. She said that she was reminded that the law-making process is not completed only by a majority of the House of Representatives and it is a constitutional and multi-step process that is certified by the President through the House of Representatives, National Assembly.
“Even though there is a two-thirds majority in the House of Representatives, the law-making process is completed only after the certification by the President through the House of Representatives, the National Assembly. It is a complex and constitutional process,” she said, “I have not said anywhere that the National Assembly has not cooperated.” Stating that her statement has been interpreted with different meanings as she is a political person, she said, “If the sentiments of the honorable members have been hurt by what I have said, I am sorry about it. In the coming days, we will work together so that the sentiments are not hurt.” “
She said that she cannot take responsibility for the issues she did not say but she was fully responsible for the issues she said.
Recalling that there is a bicameral provision in the constitution to make the laws mature, Minister Gautam said that the government and the National Assembly are on the same page in making laws. She also expressed happiness that the members of the National Assembly were positive to help in the formulation of laws related to the Jenji movement.
