Kathmandu. Yubaraj Dulal, a lawmaker of the Communist Party of Nepal, has demanded the government to immediately bring into operation the electric system of public procurement (e-GP).

Speaking in the meeting of the House of Representatives on Friday, lawmaker Dulal said that the public procurement process related to medicines, health materials, essential goods and development construction has been affected with the closure of the e-GP system. Recalling that the government had implemented the e-GP system since 2070 BS with the objective of making the public procurement process transparent, accountable, effective, competitive and economical, he said that it was a serious matter to shut down the e-GP system now. According to Dulal, July, August, September and October are important times for the public procurement and tendering process. According to him, the public procurement process from hundreds of federal government offices, 753 local levels and offices in all seven provinces has been affected, which has directly affected essential services and development works. Stating that he has received information that the e-GP system is being hacked, Dulal demanded that the government immediately investigate if there is a problem in the system and take action against the guilty.

“The e-GP system should be opened immediately and made fully operational,” he said, “If it has been hacked, it should be investigated. Whoever is involved in the hacking should be brought to book.” He said that even if there is the involvement of employees, businessmen or middlemen, the culprits should not be spared after conducting an impartial investigation.

Dulal said that the e-GP system could not be operated due to the old code and that efforts were being made to weaken the existing system in the name of bringing a new system. He said that such an effort would undermine transparency and competition in the public procurement process. He said that the government, which has forwarded the goal of digital governance, good governance and prosperity, should not bring public procurement back to paper process by displacing the electronic system.

“It is ironic that the government that talked about digital governance has returned to the paper age,” he said, adding, “If the e-GP system is taken to paper model and irregularities and loot in contract contracts, it will pave the way for misgovernance.” “

Dulal drew the attention of the government to make the e-GP system effective and resolve the technical and safety related problems seen in it.
