Kathmandu. The National Statistics Office (NSO) has decided to adopt the International Classification of Alternative Care of Children into the National Data System.
The National Statistics Office (NSO) has said that it will carry out the necessary preparatory work for the implementation of the International Classification of Alternative Care for Children (ICS), which was approved and recommended for implementation by the United Nations Statistical Commission in March 2026. The classification, developed by UNICEF, will help make data on alternative care for children who are unable to live with biological or legal parents for a variety of reasons be consistent, reliable and internationally comparable.
According to the office, different countries have been using different definitions, methods, and concepts when collecting data on alternative care for children. The data has been developed to remove this.
In the
classification, the alternative care of children is mainly divided into three levels. These include family-based alternative care, residential alternative care, and independent living.
According to the National Statistics Office, this classification will help to produce data from administrative records, surveys and enumerations based on a single definition and concept.
This will make it easier to get data on which children are in what type of alternative care, how many of them are, what services they are receiving, and how their conditions are changing over time.
Similarly, the classification is also important for policy formulation, resource allocation, service improvement and evaluation and monitoring of child protection system, according to the office. Similarly, arrangements will be made to use the same classification in administrative records, surveys and census, maintain the quality and uniformity of data by identifying the existing statistical gaps, and help in the production of necessary fragmented data. According to the National Statistics Office, preparations are underway to produce updated data in coordination with the federal, province and local levels and the concerned government and non-government bodies to bring it into the official statistics system.
