Kathmandu. KATHMANDU — The Rastriya Swatantra Party (RSP) has said it has continued the campaign of direct dialogue with the people and identification of local issues along with the expansion of party organization targeting the upcoming local level elections.
RSP Doti District President Keshab Balayar said that the organization building work has been going on in the district since 2079 BS and efforts are being made to connect intellectual and social people from different walks of life with the party. According to him, the party has adopted the policy of giving priority to the leadership who can understand the problems of the people and solve them rather than the individual for the upcoming elections. In an interview with Nepal News Bank, Balayar said that a person who can work with the ownership of the people rather than which party is elected to the local level should reach the leadership. “We believe that a person who can work for the people should come to the local level, regardless of which geography or party a person comes from,” he said, adding, “If the person can work as a guardian of the people, then the people’s trust in the local government and politics will increase.” He said that the RSP has been conducting a campaign to listen to the problems of the people by reaching various villages and localities of Doti. He said that if the problems collected through direct dialogue are to be resolved immediately, then coordination with the concerned bodies and the issues beyond the party’s reach should be taken to various government bodies. Balayar said that the political tendency of reaching the people’s doorsteps only during elections and not returning to the village after being elected should be changed. According to him, the RSP is trying to establish a practice different from the traditional political culture.
“The tendency of going door-to-door during elections, giving various assurances but not going to the villages after being elected should be broken,” he said, “We are moving forward with a new political culture and a different strategic plan.” According to him, the party is working to prepare people who want to work in the society for leadership rather than making everyone a leader and raise the real agenda of the people at the political level. He said that the party is also holding dialogues and interactions with the people who want to become candidates in the local level elections in the coming days.
Policies and laws must be strong first for development
Balayar said that policy weakness is one of the main reasons for the delay in the development of the country. According to him, in the past, due to the tendency to formulate laws without necessary study and discussion, problems have arisen in the implementation of laws. “To make the house strong, the foundation should be strong. Similarly, for the building of the country, it is necessary to have laws that are people-oriented and support development,” he said.
He said that the government is now trying to make laws by studying various issues and discussing with the stakeholders, and he said that he has taken it positively. He said that discussions are being held at the state level on issues including the education sector and such a process will help to make the lawmaking more practical. He, however, said that the law and development works should be expedited as per the need as the people expect immediate service and development. He said that there is a need for effective legal provisions by conducting further study on the public procurement system and other issues.
He said that the political and development model envisioned by the RSP cannot be taken to the grassroots level of the people only by remaining in the federal government. He said that the systemic reforms sought by the party can be shown in practice only by being present in the local and provincial governments.
“All problems cannot be solved by the federal government alone. There are issues that can be solved by some local levels and some by the provinces,” he said, “Therefore, we have to reach the local and provincial levels to take the concept of development model and system building to the grassroots.” He said that the party will give priority to candidates with the right thinking and ability rather than individuals in the local level elections. He said that there is a need for a leadership that can coordinate effectively between the federal, provincial and local governments. According to Balayar, the party will not only oppose the past but will also have to present its clear plan for the next decade to the people.
‘People know what happened yesterday. Now we have to have a clear plan for the coming days so that it doesn’t happen again,” he said.
Efforts to bring the youth into politics
The RSP has created an environment to attract the youth to politics, Balayar claimed. Stating that politics was a dirty game in the past, he said that the youths are now looking for a direct role in policy making and governance.
He said that the voice against corruption, demand for good governance and employment has increased political interest among the youths.
He said that the RSP has provided a platform for political participation to the youths by providing them the opportunity to work in various roles of lawmakers, ministers and the party.
He is of the opinion that the differences between the leadership within the party should be taken naturally. He said that the role of the party and the government will be different when it comes to the discussion between President Rabi Lamichhane and Prime Minister Balendra Shah.
“The party president is doing the work of building the party and the Prime Minister is running the government and forming the government of the people,” he said, “We want that the general differences within the party do not take a big form. We should work with a clean intention.” According to him, the RSP is preparing to forward the policies and programs in the coming days by taking suggestions from intellectuals from various fields. He said that the government should also speed up the works from law making to development as the people’s expectations are high.
Balayar said that the RSP should work by focusing on the people’s agenda and needs as it will ultimately determine the people’s faith in the party. “If we can work on the people’s agenda with the right vision, then the people will trust us,” he said.
