Proposal to permanently engage expert team in Bhotekoshi-Trishuli disaster study
Kathmandu. Chairman of the Parliamentary Special Committee on Climate Change Impact, Climate Justice and Bhotekoshi-Trishuli Disaster Ganesh Parajuli said that thematic expertise, experience and technical manpower should be continuously linked to the committee for the study of climate change in the mountains and for the formulation of future policy.
The meeting of the parliamentary
special committee on ‘Impact of Climate Change in the Himalayas, Climate Justice and Bhotekoshi-Trishuli Disaster Internal Working Procedure, 2083’ has been endorsed.
President Parajuli said that the work should be done by integrating the subject-wise expertise and experience of the members of the committee. He said, “You have used the right discretion when you say that the management will be done by looking at the seriousness of the subject matter and the knowledge, experience and expertise related to it.” He said that since the secretary of the committee is also a doctor, the expertise of research and study will facilitate the work of the committee.
He said, “There are honorable members of the committee who have special expertise. They have special expertise related to the Himalayas, related to climbing. “
He said that other members of the committee also have expertise related to their respective fields. He said that the experience of the committee members would be useful on the issues ranging from coordination of the political mechanism to connecting various state agencies, the impact of climate change, the impact of forest and agriculture, the mountains, the hills, the Chure and the Madhes.
He said, “With the expertise, the experience, the readiness, especially the dedication, the fusion of it all, I hope that you will be able to make me the president—even if I don’t have that special ability—as president—that we will be able to share in the outcome of this together.” “
President Parajuli said that the working procedure and guidelines prepared by the committee have included the issue of connecting the subject experts and the concerned bodies. He said that the work of the committee can be taken forward by dividing it into different clusters.
He proposed to keep a dedicated team from the Nepal Army, Nepal Police, Armed Police Force, National Disaster Risk Reduction and Management Authority, geologists, Department of Mines and Geology, Department of Survey and Department of Meteorology for disaster management and study in continuous coordination with the Committee. He also said that the committee is preparing to call the representatives of the concerned bodies in the next meeting and present the detailed situation of the disaster-affected areas. Parajuli also stressed the need to study the disaster-affected areas using technology that can see the past record and the present situation in detail.
He said that the committee should carry forward its responsibility with a long-term vision. He said that it is an important responsibility of the committee to study the situation of the current disaster and formulate policies and programs that can reduce the loss of life and property due to such incidents in the future.
He said that the meetings of the committee should be held as an emergency as per the need for dialogue and coordination among the members. Parajuli also proposed that lawmakers experts from different sectors of the National Assembly as well as the House of Representatives should be involved in the committee’s work.
