10 years of implementation of federalism: Remarkable achievements achieved by coordinating and collaborating with all 119 municipalities
Kathmandu. The Bagmati Province government has constructed and upgraded more than 1,600 kilometers of roads in the province in 10 years of the implementation of federalism.
Province Secretary Umesh Kumar Dhakal said this while presenting a working paper on the achievements and challenges of the province government in course of implementing federalism. According to him, the state government has completed the construction of 15 motorable bridges, 10 suspension bridges and more than 15 administrative buildings. He said that 250 km of roads have been regularly repaired and the track of new roads has also been opened. Structures like the Office
of the Province Chief, Provincial Assembly, Province Ministry, Province Policy and Planning Commission, Province University, Provincial Hospital, Province Public Service Commission, Province Civil Service Record Office and Province Good Governance Center have been established.
According to the program, 69
main laws, 28 regulations, 61 procedures and 15 regulations, 15 criteria, 11 directives, 9 orders and 15 bye-laws have been formulated under the legal provisions.
In terms of fiscal federalism, the share of federal grants in the total budget of Bagmati Province has come down from 32.4 percent in the fiscal year 2075/76 to 18.5 percent in 2081/82. It was also informed in the program that the revenue from vehicle tax has increased from Rs 8 billion to Rs 15 billion annually. Former member of the National Assembly and Chairman of the Federalism and Localization Center, Dr. Khimlal Devkota said that achievements have been made in the areas of peacekeeping, inclusion, resource transfer, doorstep service delivery and institutional leadership development in the decade of federalism. Bagmati Province secretary Kanchha Lal Tamang said that the province and local levels have an important role in the implementation of federalism.
Joint coordinator of Nepal Municipalities Association Bagmati Province Binod Regmi said that the practice of selecting plans without discussing the real needs of the local levels should be put to an end.
Kathmandu Mayors Forum General Secretary Ghanashyam Giri said that the role of dedicated politicians and bureaucrats is important for the success of federal governance. Acting Mayor of Kathmandu Metropolitan City, Sunita Dangol, stressed the need for coordination, collaboration and co-existence among the three tiers of government. Coordination Committee Federation, Bagmati Province, Nawaraj Adhikari stressed the need of effective coordination among all three tiers of government for disaster management and relief distribution.
Deputy Speaker of the Bagmati Province Assembly Apsara Chapagain said that the province assembly would give priority to the issues that should be addressed by laws to make federalism effective. On the occasion, Chief Minister of Bagmati Province Kiran Thapa Magar said that Bagmati Province should be built as per the spirit of federalism. He said that the role of the province government is important in the development of physical infrastructure, social development, capacity development of employees and inter-level coordination.
