NC people’s representatives should meet high ethical standards

Kathmandu. Nepali Congress President Gagan Thapa has proposed high moral standards and clear work commitments for the people’s representatives elected from the Nepali Congress in the political report presented in the closed session of the 15th General Convention.

The report states that the candidacy should be decided through a transparent and clear process and not on the basis of the mercy or financial capacity of the leadership. It has been proposed that the selection of candidates should be based on the votes of party members, participation of supporters and well-wishers, and public opinion polls.

“The elected representatives of the Congress must meet the highest standards of public accountability and ethical conduct. The candidacy will not be an award for the favor or financial ability of the leadership. From selection to the work to be done after being elected, clear procedures and public commitments will be required,” the report reads.

The report states that the qualifications, community contribution, past performance, honesty and ethical conduct of the aspirant candidates will be tested. It is also proposed to make the process of the primary transparent and keep a record so that the basis of selection can be examined. According to the report, the aspirants of the candidates will be given leadership training. The finalists will have to make a public commitment to the work they will do in their jurisdiction by being affiliated with the Governance Institute. It is also proposed to clarify priorities, necessary resources and the basis for measuring progress. The report states that the performance of the elected representatives will be made the basis of party evaluation and they should make public the reasons for the progress of their work and the commitments that have not been fulfilled. It has also been proposed to carry forward the practice of service standards, one-door service, participatory planning, impartial appointments and regular public hearings at the local level. It states that the monitoring of the opposition in the union and the exercise of the powers at the state and local level will be linked to the same public purpose. The report states that the Congress will continue to study, citizen collaboration and monitoring even when it is not in the government.

Similarly, it has been proposed to pursue electoral reform programs to ensure free and affordable elections and voting access to citizens abroad or outside permanent constituencies. The report also stresses the need to ensure the credibility and secrecy of voting.
