Gagan Thapa’s political report on 15th General Convention: Resolve to set new direction by admitting mistakes

Kathmandu. Nepali Congress President Gagan Kumar Thapa presented a political report titled ‘National Renaissance and Prosperity’ in the party’s 15th General Convention.

Through the report presented at the Khula Manch in Kathmandu, President Thapa has put forward a resolve to give a new ideological and organizational direction to the party by seriously introspecting the past political shortcomings and power-centric practices.

In the report, The political journey of two decades from 2002÷63 to 2082 and the election results have been ruthlessly reviewed. President Thapa has admitted that in the past, the trust with the citizens has weakened due to the importance of position and power more than the objective.

Also, The report states that the youth revolt of 2082 B. S. should not be understood as an immediate or momentary impulse but as a legitimate citizen voice for good governance, employment and an accountable state. The report also demands that an independent and impartial investigation into the violence, oppression and loss of life and property during the agitation should be conducted and justice should be provided to the victims.

The political report has included the main policies and political line to be adopted by the Congress in the coming days as follows:

Stand not to forge alliance before the elections: The NC has made a clear commitment to go among the people with its own election symbol (tree) and its own original program without forming an alliance with any party before the elections.

Role of Responsible Opposition: The Nepali Congress, which is currently in the responsibility of the opposition in the Federal Parliament, is said to not only oppose the government but also conduct evidence-based monitoring, raise the issues of public concern and present credible alternative policies.

Two term limits of the Prime Minister: The report has proposed a constitutional proposal to keep the term of the Prime Minister at maximum two terms for governance reforms.

In addition, a provision of two years ‘cooling off period’ (a fixed interval after retirement) has been proposed in constitutional appointments. Liberal, production-oriented and just economy: It is necessary to internalize the spirit of BP Koirala’s democratic socialism and connect today’s challenge with the reality of ‘a youth standing with passport in his hand or looking for opportunity within the country’.

For this, a three-pillar economic roadmap of pro-private, pro-growth and pro-social justice has been presented.

Primary Election and Internal Democracy: It has been proposed that the party members’ vote (primary), qualification, community contribution and conduct should not be made on the basis of proximity or financial capacity of the leadership while distributing tickets in the election.

Generational Collaboration and Inclusion: The concept of forming a youth council comprising youths of 18 to 21 years and ‘Wisdom Council’ of elders has been introduced to ensure at least one-third women office-bearers at every level of the party.

Transparency and zero tolerance on corruption: If any member or office-bearer of the party is accused of corruption or irregularities, the party will not protect or defend the institution and will have to face the law.

A revolving fund of Rs 100 million has also been set up to provide education and health support to the families of martyrs and injured.

Stressing on the need of developing the party as a social movement to change the lives of the general public rather than just confining it to the game of power, Thapa urged the general convention to materialize the national motto of ‘Prosperous Nepal and Respected Nepali’.
