‘Do’s and Don’ts’ proposal in the Nepali Congress General Convention: From appointment to corruption control

Kathmandu. In the 15th General Convention of the Nepali Congress, the party has presented a proposal on the issues of public appointments, use of public resources, policy integrity, corruption control, inclusion and rights of members.

The proposal states that public appointments will be made on the basis of merit, competence and honesty along with inclusivity and not on the basis of party affiliation, family affiliation or pressure.

The Congress has proposed to introduce a two-year ‘cooling-off’ system in constitutional appointments. Similarly, it has promised to use property, budget and authority for public interest and citizen surveillance, and to control conflict of interest, influence of middlemen and policy corruption.

On the issue of corruption and justice, the Congress has said that it will allow a fair investigation and judicial investigation to continue. The proposal states that the same rule will be applied in its favor and that the accused will not be protected from the party, political protection or interference in the investigation.

The Congress has said that it will have a real impact on the policies and leadership of women, youth and marginalized communities. The proposal also states that representation will not be limited to numbers, formalities or decorations.

The Congress has said that it will ensure meaningful participation of the members in the policy, leadership and selection of candidates regarding the rights of the members. The proposal states that the members will not be limited only to following the directives and conducting elections. The Congress has proposed to make primaries, qualifications, community contributions and ethical conduct the basis of the selection of candidates and responsibilities. It has also been made clear that money, access or proximity to the leadership should not be made a substitute for contribution. The Nepali Congress has pledged not to allow misuse of public resources for the benefit of parties, factions or individuals and not to give undue advantage in the name of policy decisions or to evade investigation.
