Government moved in the wrong direction, did not fulfill its promises: General Secretary Pokharel
Kathmandu. CPN-UML General Secretary Shankar Pokhrel has said that the incumbent government is backtracking from its commitments on the issues of good governance, service delivery and democracy.
Speaking at a program organized by the CPN-UML Bagmati Province Committee here today, he said that the government was moving in the opposite direction instead of implementing the promises made during the elections. He claimed that although the government has announced to make the service flow online, it is going to bring back some of the services that were already being operated through electronic medium. He said that it was wrong from the point of view of good governance to try to go back to the paper process by removing e-bidding, especially in public procurement.
He said, “If there is a problem in the new work, we should find a solution, not go back. Going back to the paperwork saying that there is a problem in e-bidding is a way to encourage the donger in the contract again.” Stating that the journey of reform could not move ahead without identifying the problems, he said that the UML has put forward ‘two responsibilities and 15 tasks’ to identify the problems seen in the party and resolve them. According to Pokharel, the first task of the UML is to turn the crisis and challenges on democracy, nationality, sovereignty and the constitution in the right direction.
He claimed that although the government was formed through election and the pro-government parties have almost two-thirds support in the parliament, the government’s working style has not been able to assure the citizens about political stability and good governance. Pokharel said that due to the paperwork, the strong group in the contract was not allowed to participate in the competition in the past. Stating that the electronic bidding system has been brought to prevent such anomalies, he said the government should make it more systematic.
Pokharel also accused the civil administration of trying to use the civil administration only as an enforcer of the government’s orders.
He said that although the civil administration should be operated as per the law, efforts are being made to create an environment where only the directives given by the minister have to be followed.
