KATHMANDU — A meeting of the central secretariat of the Rastriya Swatantra Party (Rastriya Swatantra Party) held on Sunday took important decisions ranging from management of the people living on the banks of rivers in an unsafe and unsystematic manner to preparations for the upcoming local level elections.

Talking to media persons after the meeting, party spokesperson Manish Jhale said that the RSP has seriously raised the issue of relocating the people living on the banks of the rivers to safer places. Reminding that the party’s manifesto has already committed to relocating the people living on the banks of unsafe and unsystematic rivers to safer shelter, he argued that immediate decision was necessary as monsoon is approaching.

He said that it would not be appropriate to react to the problem later without taking necessary initiatives now when there is a risk of flooding after a few months. According to him, the RSP has suggested the government to ensure safe shelter for the affected people, make basic arrangements of gas, shelter and health and rehabilitate at least 75 per cent of the affected families by mid-April.

Spokesperson Jha said the party has also proposed to form a high-powered authority for this purpose. According to him, the NRA will collect the details of the affected families, carry out a study on the ground situation and carry out the process of systematic rehabilitation on the basis of necessary information. He said that the government has been advised not to operate bulldozers in other places except the structures acquired with the intention of misusing the NRA until the NRA collects data and submits an official report.

He said, “The committee has also suggested the government to form a high-powered authority to relocate the people living on the banks of unsafe and unmanaged rivers to safer places, that the Empowered Authority should collect the data and collect necessary information and manage at least 75 percent of the structures by mid-April and that the bulldozers will not be operated in other places except the structures acquired for the purpose of misuse until the NRA collects the data and makes it available.” ’

The RSP has also decided to forward preparations for the upcoming local level elections in a systematic manner. The party has passed a mandatory pass from the ‘Candidate Club’ and the ‘Leadership Academy’ for the members who want to become candidates on behalf of the party. The party has stated that it has made this provision with the objective of bringing forward responsible, trained and capable leadership at the local level.

For this, a committee will be formed under the coordination of Joint General Secretary of the party, Bipin Acharya, who will take responsibility of the structure, curriculum and operation of the Candidate Club. Spokesperson Jha said that the official announcement of the candidate club will be made from tomorrow.

The draft report of the Local Level Candidate Selection Framework-2083 prepared earlier was also presented in the Secretariat meeting. The report has been handed over to party president Rabi Lamichhane on behalf of the candidate selection outline committee. The RSP has taken it as an important basis for the preparations for the upcoming elections.

The meeting also endorsed the proposal relating to necessary amendment in the party’s parliamentary party statute. The party secretariat meeting concluded that the statute amendment was necessary to make the parliamentary activities in the party more effective, clear and systematic.

Similarly, the RSP has also endorsed the working procedure of its national first general convention. The date and venue of the general convention will be decided later. The work procedure endorsed by the Secretariat meeting has been taken as an important document for the party’s upcoming organizational expansion and ideological direction.

Likewise, the meeting decided to dissolve the district committee of Rasuwa as per the recommendation of the party’s Bagmati province committee and form the committee through a new process.
