Kathmandu. Minister for Land Management, Cooperatives, Federal Affairs and General Administration Pratibha Rawal has said that the cooperative sector should be reformed by giving a definite deadline instead of closing it immediately. Speaking at the meeting of the Legislation Management Committee, Minister Rawal said that the past studies, suggestions and the report of the Special Investigation Committee have also pointed out the need of a separate mechanism to make the cooperative sector systematic.
Stating that the government had no intention of shutting down the cooperatives, she opined that the immediate closure could lead to another problem in the future.
She said, “If we close it immediately, there may be another problem after three years.” Therefore, we have accepted the amendment brought by the House of Representatives. ’
She stressed the need of giving priority to regulation, monitoring and reform measures to resolve the problems in the cooperative sector. According to him, the government has a policy of managing the problematic cooperatives by protecting the principles, values and objectives of the cooperatives.
Stating that an effective mechanism was needed to control the anomalies seen in the cooperatives, Minister Rawal said that preparations were underway to make a separate legal arrangement for the same.
“One aspect is to promote the principles and values of cooperatives. But it is necessary to make it clear in the Act how to manage their work,” she said.
According to her, the problems seen in the cooperative sector are not limited to the family but have spread widely. He said the government was trying to take necessary reform measures to control such activities.
“There may be panic based on the name within the family, but the study showed that the problem was widespread. We are serious about how to control it,” Minister Rawal said.
Minister Rawal stressed on the need of strengthening standards, monitoring and accountability for cooperative operation. She was of the view that a clear system was needed to provide necessary information to the cooperatives members and operators and manage the problematic cooperatives.
She stressed the need to move ahead based on the global practice, Supreme Court’s verdicts and existing legal frameworks regarding the enforcement of the cooperatives licensing system.
Rawal said that special initiatives were needed to reach the information and reform programs to the cooperatives in the rural areas. He said the government was moving ahead to make the cooperative sector transparent, systematic and trustworthy to the people.
