Minister for Women, Children, Gender and Sexual Minorities and Social Security, Sita Badi, said that the cases of digital financial frauds are on the rise along with deepfakes, blackmail, cyber scamming and sexual abuse.”Such crimes have a serious impact on the safety, privacy and dignity of women, children, senior citizens, persons with disabilities, and gender and sexual minorities,” she said.”Crimes such as deepfakes, blackmailing, cyber scamming, sexual abuse and digital financial fraud are on the rise,” she said.

Stating that the Constitution of Nepal has guaranteed citizen’s right to privacy and the right to protection from all forms of violence against women, she pointed out the need to see cyber security not only as a technical or legal issue but also linked it with social responsibility, good governance and human rights. It is directly related to citizens’ privacy, human rights, women and child rights, social justice and citizens’ trust in the state. Therefore, we need to look at it not only as a technical or legal issue but also as a matter of social responsibility, good governance and human rights. The Constitution of Nepal has guaranteed citizens’ right to privacy and the right to protection from all forms of violence against women. In the meeting , Inspector General of Police Dan Bahadur Karki said that the number of internet users in Nepal has reached more than 100 percent. According to him, the Electronic Transaction Act-2063, Children Act-2075 and Civil Crime Code-2074 are in operation to control cybercrime.
He said, “Especially if we look at the number of internet users in Nepal, it seems that it has reached more than 100 percent. If it is not used responsibly, it can turn into a crime. We have implemented the Electronic Transaction Act, 2063. In addition, other laws including the Children Act, 2075 and the Civil Crime Code, 2074 are also in operation. While these laws are expected to address a wide range of issues related to the security of citizens, there are still legal gaps in cybercrime. Computers and other digital devices are also being used as a means of crime in cybercrime. There are also cases of cyber scamming. “
Karki said that although the existing legal provisions have tried to address various aspects of the security of the citizens, there are still some legal vacancies related to cybercrime. Stating that the cases of cybercrime and cyber scamming through the misuse of computers and digital devices were on the rise, he pointed out the need of further strengthening legal and technical capacity to control such crimes.
