. Nepali Congress parliamentary party leader Bhishma Raj Angdembe has accused the government of not adopting due process and human sensitivity to address the problems of landless, landless squatters and unsystematic settlers.
Presenting a motion of urgent public importance in the meeting of the House of Representatives, Angdembe demanded that the government identify the genuine landless people and ensure safe housing, basic services, education, health, food security and livelihood.
He said that although the river banks and public land should be protected, it was wrong to forcibly displace the real landless and squatters without giving them an alternative.
In the meeting, he demanded an explanation as to why the government resorted to firing on the citizens in incidents that took place in Sunsari, Siraha, Dhanusha and Parsa districts.
He demanded the formation of a judicial probe committee for an impartial and truthful investigation into the incident.
Angdembe also accused the government of being weak in disaster management. He called on the government to be serious towards the incidents of landslide and flood that have occurred in Ilam and Panchthar among other areas.
Speaking about the management of landless and landless squatters, he claimed that the government has displaced the citizens by using bulldozers without any preparation. He said that the government has not been sensitive towards the condition of the people displaced from Manohara, Balkhu and Thapathali areas. Stating that the incidents of people who died during the displacement could not be taken lightly, he said that the problem has arisen due to the fear of bulldozers, unplanned relocation, mental stress and poor management. Nepali Congress leader Angdembe stressed the need to identify the genuine landless, landless Dalits and unsystematic settlers and provide them land ownership certificates and safe rehabilitation.
He also stressed the need of protecting river banks, forest areas, national parks and sensitive areas.
He said that although efforts were made in the past to seek a long-term solution through amendment to the land laws, it has not been implemented. Accusing the government of focusing on political appointments instead of resolving the problem by scrapping the Land Commission, he said the unprepared displacement has made the problem more complicated rather than the solution. He demanded that the government immediately provide basic amenities to the displaced citizens and make special arrangements for women, children, senior citizens, people with chronic diseases and people with disabilities. He said that a clear timeline should be set for the continuation of children’s education, compensation arrangements and permanent rehabilitation. He also put forth a five-point demand from the government to clarify responsibility for the entire process, provide humanitarian facilities until a permanent solution is found, ensure the education of children, provide compensation after properly assessing the damage, identify the real landless and distribute land ownership certificates. He demanded that the government should make the integrated action plan public within seven days, the parliamentary committee should carry out regular monitoring and make the progress report public in every 15 days.
