KATHMANDU: The Ministry of Industry, Commerce and Supplies is preparing to implement the shift system by reviewing the allowance being given to the employees of Nepal Oil Corporation (NOC) for overtime. The Ministry has started such homework with the objective of maintaining financial discipline and imbalance in the working system of the corporation in the name of overtime.
According to the Ministry, a proposal is being prepared to mobilize employees in shifts as per the nature of work by amending the provision of additional allowance under the title ‘Service Facility’ under the Employees Administration Regulations-2063 of the Nepal Oil Corporation. According to the statistics, around Rs 130 million was spent in the name of overtime allowance in the NOC in the last fiscal year alone.
According to the ministry, such expenditure has added unnecessary financial burden to the organization and questions are being raised about the transparency and effectiveness of the overtime system. Therefore, the ministry has concluded that it is necessary to make the existing system as per the time.
Talking to Nepal News Bank, Spokesperson at the Ministry of Industry, Commerce and Supplies Netra Prasad Subedi said that the government is preparing to review the overtime system and make it more systematic.
He said, “The issue of revising the shift system or the previous overtime system has been raised. But the final decision has not yet been made. Homework is being done in this regard and the proposal will be submitted to the board after the preparation is completed. ’
According to Subedi, some employees of the NOC’s depots, agencies and central offices have been receiving overtime allowance for working extra time in the morning and evening as per the decisions taken at different times in the past. He said that preparations are being made to make the system more systematic on the basis of performance and results, not only the time of work.
“Now we are preparing to move to an index-based, seemingly working and results-based system,” he said.
On the other hand, Nepal Oil Corporation (NOC) has said that it is ready to implement the decision of the ministry.
According to NOC Spokesperson Manoj Kumar Thakuri, the corporation will move ahead as per the government’s decision.
He said, “Whatever the ministry decides on this will be implemented as per the rules of the corporation.” It is our responsibility to follow the instructions of the government. ’
Stating that the NOC would move ahead as per the policy set by the government, he said that it would be implemented after revising any aspect of improvement in the decision.
According to the ministry’s preparation, after the implementation of the new system, employees will be mobilized in morning, afternoon and night shifts as per the nature of work, gradually replacing the existing system of distributing allowances to employees on the basis of overtime work. The ministry believes that this will help manage human resources without affecting service delivery.
With the implementation of the shift system, unnecessary overtime expenses will be controlled, staff management will be more systematic, financial discipline will be maintained and administrative expenses of the organization will be significantly reduced.
However, the proposal is currently in the study and preparation phase and the final decision will be implemented only after the approval of the Board of Directors of the Nepal Corporation.
