Kathmandu. KATHMANDU: The Rastriya Swatantra Party (Rastriya Swatantra Party) has adopted a policy of zero tolerance towards financial irregularities by issuing detailed guidelines on appointment, remuneration, work execution and code of conduct of personal secretaries of lawmakers.
The notice issued by RSP General Secretary Bipin Kumar Acharya states that the government has completely prohibited deduction, recovery or embezzlement of any kind of unauthorized amount from the salary of the personal secretary. The lawmakers have also been directed to ensure that the salary is directly deposited in the bank account of the personal secretary.
According to Acharya, a copy of the personal details (bio-data) and educational qualification certificate of the appointed personal secretary should be registered at the Federal Parliament Secretariat and the party’s central office on time.
Likewise, the lawmakers concerned should regularly evaluate the performance of the personal secretary and submit its periodic report to the parliamentary party. The bill also states that the personal secretary should maintain secrecy about the activities of the lawmakers, the party’s internal information and sensitive issues of the parliament.
The Rastriya Swatantra Party (RSP) has said that the lawmakers should demonstrate high moral conduct and public accountability in the use of the facilities provided by the state treasury as they are derived from the people’s tax.
The notice states that appointing relatives, availing facilities by showing personal secretaries only on paper or embezzling other financial embezzlements would be considered a serious violation and in such cases, immediate action would be taken through the party’s central disciplinary committee.
Likewise, if the performance of the personal secretary is not satisfactory, works against the conduct of the office or violates the confidentiality, the concerned lawmaker can remove him from the post at any time by informing the parliamentary party.
The RSP has stated that it will prepare a shared, official and professional advertisement format for the appointment of private secretaries. The draft format clearly mentions the required qualifications, job description and application process, and all lawmakers should use the same format for the appointment of new personal secretaries.
The notice states that the deputy leader of the parliamentary party, chief whip and whip can be contacted if they need assistance or advice related to the management and appointment of personal secretary.
