EGP system hack: 9 arrested

KATHMANDU: The Public Procurement Monitoring Office (PPMO) has arrested nine persons for allegedly tampering with contract details by accessing the electronic procurement system (EGP) of the Public Procurement Monitoring Office (PPMO). The Central Bureau of Investigation (CIB) has arrested three persons including a Class A contractor under the Prevention of Organised Crime Act, 2070.

The arrested have been identified as Bikram Pandey, chairman of Kalika Construction, Tanka Kumar Shrestha, proprietor of Bhishan Construction, and Amrit Bohara, proprietor of Chapur Construction Services. Earlier, 6 people were also arrested on the charge of hacking the EGP system and tampering with the documents related to the financial proposal of the contract.

They were arrested from various districts including Kathmandu, according to the CIB. During the investigation, it was found that the hackers had changed the documents and influenced the contract before opening the financial offer of the tender. The case is being investigated under the Electronic Transactions Act, 2063 and the Prevention of Organized Crime Act.

Although the government has implemented the EGP system to make the public procurement process transparent, the latest incident has raised questions about its security.
