Independent lawmaker Mahabir Pun expressed his dissatisfaction saying the ordinances related to innovation, education reform and science and technology that he was trying to pursue have not been implemented yet. Speaking at the meeting of the House of Representatives on Tuesday, he said that he could not carry out much work as he was an election government when he was a minister.
“Fortunately or unfortunately, the present government has been formed and I was also a minister in the government that held the elections. ’
According to Pun, he had tried to bring three ordinances but they failed to move forward. According to him, out of the eight ordinances brought by the incumbent government, the ordinances proposed by the incumbent government could not be included though they were similar to the issues he had proposed.
Stating that the government was trying to bring ‘some Nepal Acts and ordinances related to universities’ with the objective of freeing the University from political influence, he said removing the provision of chancellor becoming the prime minister was his main proposal. He, however, criticized that although it is said that there will be no politics in the university in the current system, the chancellor will remain the prime minister.
“I was trying to bring some of the Nepal Act universities that I wanted to bring. What I was trying to bring in the ordinance brought by the government was to liberate universities and education from politics. But what I imagined was that the chancellor should not be the prime minister. The current ordinance says that there will be no politics in the university, but the chancellor will be the prime minister,” he said.
He also said that he has a long-term goal of forming a separate fund for innovation and science and technology development, but the ordinance to this effect has not moved forward.
Reiterating his demand that the Ministry of Science and Technology should be separated, he questioned the preparations to operate it through the authority for the present.
“Innovation is what I want to bring and my lifelong struggle. A fund will be set up for innovation and development for science and technology. At that time, it could not be brought through the ordinance. No work has been done yet. So I’m sorry about that. “I have requested the incumbent government to bring the ordinance on innovation, but the decision has not been taken yet,” he said, adding, “My demand is that the Ministry of Science and Technology should be separate.” Here, we want to run it from the authority, because the expenditure will increase if another ministry is created as the Ministry of Science and Technology, is it a big two to four billion or is science and technology research and innovation big?” he questioned the government’s priorities.
He also urged the Ministry of Physical Infrastructure and other ministries to operate through the NRA.
