Kathmandu. KATHMANDU: The government has said that the new smart driving license, which is being printed through the Security Printing Center, has been made safe and technologically advanced by the international standard. According to a press release issued by the Ministry of Communications and Information Technology on Monday, the new smart license has been prepared fully in accordance with the ISO 7810 ID-1 standard.
“In order to fully utilize the ‘smart chip’ in the system used in the past, due to the lack of necessary national infrastructure such as card readers and online-offline authentication systems, the practical utility of the chip is minimal and to reduce the risk created by relying on foreign experts, code encrypted, layered and copy-protected intelligent QR technology with high security is currently being adopted,” the statement said.
According to the ministry, the smart chip system used in the past was not effective due to lack of necessary infrastructure and increased dependence on foreign technology. To rectify this situation, high-security code is now encrypted, layered, and copy-protected, using intelligent QooA technology. With this technology, the traffic police or the concerned body will be able to verify the identity of the driver immediately by scanning the card without internet.
According to the Ministry, 39 types of safety features have been incorporated in the new license.
The first layer includes metallic silver ink that is visible to the naked eye, a machine-readable zone (MRZ) and special photo safety features. The second layer uses invisible UV ink and infrared absorption technology, which is visible only through special equipment. High-end security mechanisms such as digital fingerprint and proprietary chemical signature have been put in place at the third or forensic level. Since the design of each card is different from the other, one card will be completely different from the other, making it less likely to be counterfeited.
Since the entire production process is based on an end-to-end offline system, there is no risk of data leakage and citizens’ privacy will be protected. The validity of the QR code will remain throughout the duration of the card. The Ministry has also extended its gratitude to all the agencies, the media sector and the citizens who supported the project, and said that it would always be open for any suggestions regarding the printing and distribution of the project.
