Commissions became inactive after they became constitutional, suggestions from the government were not implemented: Chairman Rai
Kathmandu A meeting of the Federalism Strengthening and National Concerns Committee under the National Assembly today discussed the report on the ‘Study on Work Effectiveness of the National Women Commission’ prepared by the Parliamentary Studies and Research Division.
In the meeting held on Monday, Committee Chairperson Jayanti Devi Rai said that although the National Women Commission is different from other commissions, it has not been able to use the rights given by the constitution effectively.
“I think the National Commission for Women is a little different from other commissions,” she said.
At present, we have the rights given by the constitution, but due to various reasons, we have not been able to exercise them. This is due to social structure, religious reasons, traditional thinking and patriarchal thinking. The commission should be more active than other commissions, but the commission has its own problems. The commission has been formed with good intentions and all commissions are equally important. But as active as it was yesterday, the commissions have become inactive after the formation of the constitutional commission. “
The government has not been able to provide the necessary resources to the commissions and the recommendations given by the commissions to the government have not been implemented,” Rai said.
“The government couldn’t manage it,” she said. There is a severe lack of resources in any of the commissions and the colleagues in the commission have not been able to play an effective role. So far, the recommendations given by the commissions to the government have not been implemented anywhere. That’s where the problem lies. “
She said that the government has not paid attention to the complaints that although the judicial committee has been given to women at the local level, it has not been able to work due to lack of experts.
‘If you listen to women, you have removed women’s development that should not be done. Is that even possible? It was so easy. Now there is a judicial committee, there are deputy chiefs and vice-chairpersons, but they say time and again, “We need a subject expert.” However, the Civil Service Act does not allow for the appointment of experts. They complain that they cannot work in the absence of experts in the related subjects. There are many such problems at the local level as well. The government has not paid attention to these issues,” she said.
