. KATHMANDU: The government has issued the ‘Tax Payers Incentive Gift Programme Operation Procedure, 2083’ with the objective of encouraging consumers to buy original bills compulsorily.
The program, which aims to bring transparency to the tax system and document business transactions, will now allow consumers who meet government standards to receive large amounts of cash as gifts on a daily and fortnightly basis. As per the procedure, consumers who bill more than Rs. 100 at a time while purchasing goods or services for personal purposes within Nepal will be eligible to participate in this gifting program. Provision has been made that the details of the purchase made through digital payment (
electronic payment service provider) will be automatically included in the system, while in the case of cash transaction, the consumer has to enter the details including bill number, PAN number and amount through the department’s web portal or mobile app.
The main attraction of this scheme is the gift money.
As per the procedure, the winner of the draw will get Rs 1,33,334. Similarly, on the 1st and 16th of every month, bumper prizes will be announced twice a month in which the winner will receive Rs. 10 lakhs. However, according to the Income Tax Act, 25 percent of the tax on such windfall benefits will be deducted and the remaining amount will be paid to the winner.
Bills of all types will not be eligible to participate in this scheme. The work procedure clarifies that the purchase made for business purpose, bills of government bodies and public corporations, bills of telephone, internet, electricity, vehicle and transportation services and air tickets will not be included in this program. Also, the bills purchased from a person who does not have a Permanent Account Number (PAN) will not be valid.
The name of the winning consumer will be made public through the website of the Inland Revenue Department and through social media.
In order to claim the gift, the winner has to submit the original bill, ID card and bank details to the nearest Inland Revenue Office within 15 days from the date of announcement.
If the gift is not claimed within the stipulated time, the amount will be deposited in the Prime Minister’s Natural Disaster Relief Fund.
It is believed that this step of the government will help in curbing unauthorized transactions in the market and develop a culture of bill collection among consumers.
