Students angry over exorbitant fees for Class 12 certificates

. Complaints have been widely raised that private colleges are charging more than the prescribed fee in course of distributing class 12 certificates. Although the National Examination Board has fixed limited fees for Transcript, Provisional and Migration Certificates, complaints have been raised that different colleges are charging extra money under different headings.

Caspian Valley Secondary School in Kumarpati, Lalitpur, has been charged a total of Rs 4,600, including Rs 1,600 for a transcript and Rs 3,000 for a character certificate. The students have expressed dissatisfaction saying that the fee was higher than the standard of the board.

According to the students, some employees have also been misbehaved with when they went to the college administration to get information about the extra fees.

This has raised serious questions about the transparency and accountability of educational institutions.

Similarly, Maryland College in Biratnagar has also received complaints that it has been charged up to Rs 4,000 in the name of Character Certificate instead of about Rs 1,500 fixed by the board.

The students have claimed that they have been charged extra at the time of filling the form.

According to the stakeholders of the education sector, it is legally and morally unfair to compulsorily charge extra money beyond the fees fixed by the board. They say that arbitrarily fixing fees in the name of documents including character certificate is a distortion in the education sector.

With similar complaints growing from different parts of the country, students and parents have demanded the concerned body to investigate the fee structure of the colleges, strictly enforce the standards of the board and take action against the institutions charging fees against the rules.

Students and guardians have complained that the tendency to use the process of distribution of basic certificates as a means of income in the name of providing education services has put the students in financial burden.
