Raj Kumar Oli, Nepal News Bank

Jhapa. The Social Development Committee of the Koshi Provincial Assembly has conducted an on-site monitoring and post-legislative examination of the service delivery, managerial condition and implementation of laws related to public health at the Mechi Provincial Hospital in Bhadrapur, which has been playing an important role in the health service of Koshi Province.

The committee inspected the hospital on November 30 and took stock of the implementation status of the Koshi Province Public Health Act, 2077 and the practical challenges surfaced in the operation of health services and services. Committee members Yekraj Karki, Israil Mansuri, Shova Chemjong, Bidya Chamling and Nambalal Dhimal were present during the monitoring led by Gyananda Mandal Gangai, chairperson of the Social Development Committee of the Koshi Provincial Assembly. During the monitoring, the hospital management committee chair Bishwanath Baral, medical superintendent Dr Sanjay Kumar Gupta and hospital operation and management committee member Shiva Kumar Rajbanshi discussed the present condition of the hospital, service delivery and managerial aspects. The physical infrastructure of the hospital, the available health services, manpower management, financial resources and problems faced by the patients are important aspects of determining the quality of health services. The main objective of the monitoring is to evaluate the condition of the available resources to make the service delivery of the hospital effective and identify areas for improvement. The post-legislative examination of the Koshi Province Public Health Act, 2077 aims to evaluate how much the provisions of the Act have been implemented in practice after the formulation of the Act and whether the expected achievements have been achieved or not. During the test conducted at the Mechi Provincial Hospital, the effectiveness of the implementation of the Act, the status of health service delivery and the challenges seen in the practice were reviewed. Whether or not the institutional structure, manpower, financial resources and managerial capacity required to implement the provisions of the law are also important for the post-legislative test. The issue of whether the citizens have been able to get the services envisaged by the law in practice determines its effectiveness. It is expected that the relationship between the status of services available in the hospitals and the implementation of the Act could be identified and areas for improvement could be identified. The purpose of the post-legislative test is to study the status of law implementation and also to prepare the basis for policy and practical reforms to solve the problems that arise during the process. If necessary initiatives can be taken on the basis of the suggestions received from the test, then the gap between the legal provisions related to health care and its implementation can be bridged.

Hospital Service Delivery and Managerial Challenges

Mechi Provincial Hospital is an important health institution for the citizens of Jhapa and surrounding areas. To ensure the access of the citizens to government health services, it is necessary to ensure that the services of the hospital should be regular, easy and quality.

The pressure of patients in the hospital, the condition of the available health workers, treatment equipment, medicines and other health equipment, and the financial resources have a direct impact on the effectiveness of the service delivery. The patients who have come to the hospital have been advised that the quality of services provided by the hospital can be increased if these aspects can be evaluated regularly and necessary improvements can be made.

While evaluating the managerial condition of the hospital, the problems faced by the patients coming to seek services, the time taken for treatment, the availability of necessary health services and the status of the complaint hearing should also be taken into consideration. Effective coordination between the hospital administration and the management committee, proper mobilization of available resources and timely resolution of problems in service delivery will help to increase the efficiency of the hospital. During the monitoring, the discussion with the hospital officials took information about the current condition of the hospital and various aspects of the implementation of the Public Health Act. Former minister and committee member Bikash Karki said that the lack of human resources and financial resources as per the capacity and service requirement of the hospital has added challenges to operate the service. Raj Kumar Oli, a member of the Federation of Nepali Journalists (FNJ) Koshi Province and Chairperson of Consumer Awareness Campaign Nepal, said that complaints of patients have also been received at the hospital and it is difficult to work in lack of staff.
