The Karnali Province government has taken five decisions related to the commercial development of apple production, home insurance, distribution of welfare advertisements through media and income generation of Dalit community. A cabinet meeting chaired by Chief Minister Mangal Bahadur Shahi took these decisions.
Making the decision public, Chief Minister Shahi informed that the government has given approval to present the bill related to the establishment and operation of the Karnali Province Apple Development Board in the Province Assembly. The meeting also approved two working procedures, an amendment regulations and temporary organization structure and posts of projects under the Ministry of Physical Infrastructure.
Efforts to commercialize apple farming
The meeting has approved the presentation of a bill related to the establishment and operation of the Apple Development Board in the Provincial Assembly. It has aimed to link apple farming in Karnali with commercial production, marketing and institutional development.
There is a possibility of apple farming in the mountainous and high hilly districts including Jumla, Mugu, Dolpa, Humla and Kalikot. But the farmers are facing problems of production, storage, processing, transportation and market management. The board is expected to solve these problems. For this, it is necessary that the bill should be passed by the provincial assembly, the structure of the board should be formed and there should be adequate budget and manpower.
Procedure for Distribution of Public Welfare Advertisements
The meeting has approved the Karnali Province Public Welfare Advertisement Distribution Procedure, 2083. This procedure can be helpful in systematizing the process of disseminating the information and advertisements of the provincial government to the citizens through the media.
The financial condition of the media in the province, transparency in advertising distribution and proportional access have been issues of concern for a long time. Its real impact will depend on the standards of advertising distribution, the classification of the media and the transparent implementation.
Home Insurance Procedure
The Council of Ministers has also approved the Karnali Province Home Insurance Procedure, 2083. Home insurance is considered useful to reduce the financial burden of damage to the house due to natural calamities, fires and other risks.
This arrangement can be helpful for the residents of Karnali who are facing geographical remoteness and natural hazards. But how the insurance program operates, how the beneficiaries are selected, and what will be the insurance premium and compensation system will be important during the implementation.
The meeting also approved temporary organization structure and positions for the projects under the Ministry of Physical Infrastructure and Urban Development.
Many projects related to roads, bridges and urban infrastructure are in operation in Karnali. However, manpower management, technical monitoring and ensuring the quality of work have become a challenge. This approval is expected to help in the management of the manpower required for the project. But it is not enough to approve the post, it is equally necessary to mobilize the technical manpower on time and monitor effectively.

Passing the bill related to the Apple Development Board, making home insurance accessible to the citizens, making advertisement distribution transparent and making the Dalit income generating program result-oriented will be important for the government.
